Introduction
The Herald of Arkansas State University
is a newspaper with two primary purposes: 1) to be used as a laboratory
for the instruction of journalism and printing students and 2) to
serve all members of the community of Arkansas State University as
a vehicle of communication. The Herald should be a true reflection
of the community it serves.
This statement is not intended as an absolute editorial policy for
the student staff members of The Herald, but its purpose rather is
to form the basis for guidelines to be followed in the operation of
the newspaper. These guidelines are subject to change and will need
to be changed from time to time. It is hoped that such change will
come about as a result of careful study and communication between
The Herald staff, Department of Journalism and the Publications Board.
According to the American Society of Newspaper Editors, the primary
function of newspapers "is to communicate to the human race what
its members do, feel and think." Among the methods newspapers
use to achieve this primary function are to inform, to interpret,
to influence and to entertain. In accepting the guarantees of the
First Amendment to the Constitution, journalists also accept the responsibility
to serve society. This includes such duties as fairness, accuracy,
honesty, independence, public responsibility and decency.
Organization for Operation
Arkansas State University is the legal publisher
of The Herald, and as representatives of the people of Arkansas, the
Board of Trustees has the final local authority for policy matters
regarding this newspaper. Cost of publication is paid from university
funds.
The Board of Trustees has authorized the formation of a Publications
Board to provide conditions for the responsible exercise of freedom
by students. This board is responsible for the appointment of the
editor of The Herald following nomination by the chairman of the Department
of Journalism.
A staff adviser for The Herald is appointed by the dean of the College
of Communications, to serve with the approval of the president of
the university. The adviser serves as an ex-officio member of the
Publications Board and provides professional advice, counsel and criticism
to The Herald staff.
The basic editorial staff, while subject to change with changes in
the publication's needs, includes the following positions: editor,
managing editor, editorial page editor, news editor, photo editor
and staff writers and photographers. |
